Prior to the establishment of Turnberry, Don Soffer as part of Oxford Development Co. developed the Monroeville Mall. The 1,130,000-square-foot facility, anchored at the time by Gimbles, Joseph Horne Co., and JC Penney, opened in 1969. At its debut the mall had approximately 125 retail stores on two levels.
